The World Bank released its first Human Capital Index (HCI) on 11th October 2018 in Bali, Indonesia as part of the World Development Report 2019.
The Human Capital Index (HCI) ranked countries based on their success in developing human capital. It assesses national business conditions, aiming at creating a similar ranking for countries based on how well they look after their people.
The HCI also aimed to measure the amount of human capital that a child born today can expect to attain by age 18.
The HCI index values are contended to convey the productivity of the next generation of workers, compared to a benchmark of complete standard education and full health.
The HCI draws attention to the fact that human capital is connected to productivity, it’s connected to economic growth and it’s more highly correlated than other kinds of infrastructure investment
HCI 4 key indicators include:
1. Under‐5 mortality rates
2. Expected years of Quality-Adjusted School
3. Adult survival rates
4. The rate of stunting for children aged below five years
The HCI ranked 157 countries according to their education and health outcomes and the impact they are having on productivity.
The HCI puts Singapore on top of the list, African countries occupying the bottom spots.
India occupied 115th rank on HCI index. However, The Government of India has rejected the findings of the World Bank's Human Capital Index (HCI), and decided to continue to undertake its path-breaking programmes for human capital development aiming to rapidly transform quality and ease of life for all its children.
