The Supreme Court has banned the sale of firecrackers on 9 October 2017 in Delhi and NCR till first November 2017.
The decision was taken to find out whether there will be a positive effect of this ban particularly during Diwali period on the health of citizen and a steadily deteriorating air quality.
The ruling was made by a bench of Justices AK Sikri, AM Sapre, and Ashok Bhushan. Burning of these firecrackers during Diwali in 2016 had led to the immense increase in particulate matter levels by three times, making Delhi the worst city in the world, as air pollution is concerned.
The judgment came on petitions challenging the September 2017 ruling on the November 2016 ban on the sale of firecrackers. The Supreme Court ruled that a total ban on firecrackers’ sale in Delhi NCR is too radical a step in September 2017 decision.
However, it called for a graded, gradual approach to a complete ban. Ruling modifying the ban on the sale of firecrackers was taken without considering the Central Pollution Control Board’s (CPCB) consistent stand for the past 20 years in September 2017 that sulfur in fireworks should not be permitted.
Sulphur on combustion produces sulfur-dioxide, which is extremely harmful to health as per Central Pollution Control Board.
