Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM AASHA) : Introduction ,Major Components and the Final Conclusion
Pradhan Mantri Annadata Aay Sanrakshan Abhiyan ensures fair prices for farmers and their produce.
This scheme was announced on 18 September. It is giving a major boost to the pro-farmer initiatives of the Government
and in keeping with Government commitment and dedication for Annadata. This will help farmers to protect their income.
Government has already increased the MSP of Kharif crops by following the principle of 1.5 times the cost of production.
It is expected that this MSP increase would be in favour of farmers.
Major Components of this scheme
Price Support Scheme (PSS) :- Procurement of pulses,oilseeds will be done by Central Nodal Agencies with support from the State Government.It is also decided that Food Cooperation of India (FCI) will take up PSS operations in states.
The expenditure&losses due to procurement will be borne by Central Government.
Price Deficiency Payment Scheme (PDPS) :- Under this scheme, it is expected to cover all oilseeds for which MSP is notified .
Direct Payment of the difference in the MSP & the SP will be made to the pre-registered farmers.
The payments will be made directly into the farmers registered bank account and for all this procedure,a transparent auction would be held.This scheme does not involve any physical procurement of crops.
Pilot of Private Procurement & Stockist Scheme (PPPS) :-In addition to PDPS,it has been decided that for oilseeds,states have option to join the private sectors according to Pilot of Procurement & Stockist Scheme .
Final Conclusion
-Procurement centres should be improved like dying yards,weighing bridges etc.
-To reduces waste of products ,more godowns should be constructed.
-The procurement centres in village itself can save transport cost.
-NITI Ayog also recommends to improve infrastructure for the procurement of any scheme,so that it leads to success of farmers.
